Switch to Manual Ethernet settings copy over the auto ip,subnet,gateway numbers to manual setting's ip,subnet,gateway boxes and input the manual DNS to 158.132.187.187 KEEP CALM AND WATCH TVB
If you are using wifi you can still change the settings by clicking on the right most arrow of your selected wifi

Confirmed. NYC TVPad4 running firmware 5.054. Using Auto DNS, YueTV and 36TV are both working normally. Live TV and VOD can both stream without any issue.
I am in Los Angeles, So Cal. seems like tvpad4 is back to normal now, back in service, my mom's tvpad FW is 5.060, is auto connect and no need manually, and yuetv app is 0.42 version, live streaming and VOD works ok now, so at least I don't hear any more complain from my mom, thank God.

Only apps that work are Yuetv and Sun. 36tv never seems to work. My question is how do I get the other apps that I was able to download on FW 5.066 without having user restriction or getting kicked out to the main menu every 20 mins. Many thanks.

@tomato123 Thanks I got the updated 36tv. Unfortunately I don' have access/can't download the other apps besides Yuetv, 36tv and Sun. Where can i get BETVPlus, 寶島電視, and 港粵網路電視 or any other apps? It doesn't show up on the tvpad store.

You can ignore that network test, just go to the apps and should all work after changed the dns. Mine shows erros -1 too but all apps works.
