No, PIA and other VPNs have many public IPs. If you set all your devices to connect to Hong Kong, they might all come out the same IP along with other people that are connected to there. But I think they have more than one IP for each country too, so you might not get the same one each time.

Use router to set up vpn, you can use as many devices as you want.
