tvpad 3 OS

Hi,
Is tvpad 3 running on android? because I was looking at the spec and it said the OS is android. I know the installing apps from a usb to the box the files have to be in .pkg. I'm curious so why can't .apk be installed on to the tvpad 3 but it work on tvpad 4?
