it was not the credential. I put router2 equipment in place of router1 and it doesn't connect to the vpn network either.
checked log too and there is not much of activity. this router is a Linksys e4200 (Firmware Version: 1.0.06).
also tried another router Linksys E900(Firmware Version: 1.0.00), same thing doesn't connect vpn network via L2TP.

thanks very much anyway for your suggestions.

I think I read something about e4200 having issue.

Have you try flashing the fw to ddwrt for it ?

Dd-wrt will not slow your native firmware, it will erase your native firmware and install dd-wrt firmware. It act the same but with more open options for your router.

well i did all these (used ddwrt and made it router1 and took my router1 to become router2) and i am very happy now.
the pain is i have to re-program router1 (now is runnin on ddwrt) and switch router1 (originally, now becomes router2) which didn't work at position router2 for vpn. all other computers/cameras/remote controlled switches were also affected by this change.

i now can host my web server and at the same time i can watch tv shows.

i saved some $. but the speed on watching tv shows isn't that great. it is slower than the paid dns configuration.

I also have this router and using VPN with DDWRT, but I feel like the processor is not fast enough to process the encrypted communication. I noticed my download speeds went down. Using the same vpn connection on my laptop, speeds weren't affected.
